My guess would be Mad River Agate from Madagascar. I have slabs that could produce that cab. Although it resembles Montana agate, the banding is more rare in Montanas. I have also seen some India Black Skin agate with similar appearance.

I have cut Indian Black skins, Some Mad River Agate and some from Oregon that could pass for each other and very highly resemble the stone you are showing.
